The Bayan Lepas Meteorological Office was established in 1935 under its original name, Penang Aerodrome. In the early stages, weather observation activities were carried out manually to support international flight operations. In line with the expansion of functions and responsibilities, the office was later upgraded to a state office and is now known as the Penang Meteorological Office. It is supported by two other offices, namely the Butterworth Meteorological Office and the Prai Meteorological Office. The Penang Meteorological Office has 50 staff members stationed across two forecast offices, two main surface observation stations, one upper air station, and two air pollution monitoring stations. The office is also responsible for overseeing the operation of 12 tsunami sirens, 3 coastal cameras, 1 tide gauge, and 2 seismic stations to support earthquake monitoring and tsunami warning dissemination activities.
To manage the administration, development and operations of the Department at the state level.
To ensure all the activities meet the state and national requirements.
To provide expert advisory services in the fields of meteorological, geophysics and tsunami to the state government.
To conduct public awareness and educational programs on disaster risks related to weather phenomena, earthquakes and tsunamis.
To provide aviation weather information for civil and military flight operations, both domestic and international.
To provide daily general weather outlooks to the public.
To provide radio weather outlooks issued every 8 hours.
To provide weather information and meteorological data to the public and clients from various sectors such as agriculture, construction, tourism, industry, transportation and fisheries.
To disseminate weather advisories or severe weather warnings to disaster management agencies and the general public.

All meteorological services provided for civil aviation comply with the standards set by the International Civil Aviation Organization (ICAO) and the World Meteorological Organization (WMO).
Disseminate severe weather warnings issued by the National Weather and Geophysics Operations Centre to the public and government agencies immediately, to reduce the risk of loss of life and property.
Disseminate advisories or severe weather warnings within 30 minutes of receipt.
Respond immediately and courteously to all weather-related inquiries via telephone or in-person visits at any time (24 hours a day, including Sundays and public holidays). To respond to every inquiry and complaint within two (2) weeks by letter or within twenty-four (24) hours by telephone.
